To ensure as best as possible the ongoing supply of effective medical treatment to patients suffering from problems, the treatment of which has a higher propensity to result in less than satisfactory outcomes (high risk procedures), either because of the condition, including age of the patient (high risk patient) or the specific nature of the injury or illness (life threatening injury or illness) and/or the complexity of the procedure (complex procedure). In summary, any situation where there is either a multiple of risk factors or a significant presence of any one risk factor.
