My tasks in this talk are to:
Quantify the different types of "gap" payments and to show how they rank in importance in household (non-tax) health spending;
Explain why the medico-political importance of medical gaps far exceeds their dollar value;
Explain why Australia has chosen, thus far, to have medical gap payments;
